I thought Mozilla was the one behind ECH. How is it enabled in Chrome, Edge, and Opera and not in Librewolf, let alone Firefox?

Is this a false negative from https://privacytests.org?

ECH I can sort of see working.

GPC is just won't have any impact without any kind of laws requiering it's use globally woth actual follow ups and punnishments.
