But wouldn't do it to help Ukraine
He sent over 13 billion dollars worth of military aid while the GOP was blocking aid bills in Congress.

That's interesting. If you read the PDA in march 2023, it sounds like the delays have been because of inventory and not because of anything else. That's not a narrative I've heard before
Equipment provided through PDA must eventually be replaced, and replenishment funds must also be authorized by Congress. This can affect the availability of items for future drawdowns, especially if replacement funds are not readily available. Regular military aid bills involve funding that can be used to finance contracts for new systems and support, which may not be subject to the same immediate inventory limitations as PDA drawdowns.
That's ridiculously complicated. To have an informed opinion on the us government you need a doctorate in bureaucracy
