In short: Chinese Premier Li Qiang is set to land in Australia on Saturday for the first visit by a Chinese premier in seven years.

A new visa scheme, pandas and trade deals could all be discussed during the official visit.

15 day visa free is pretty short. USA offers 90 day visa free visits.

Only for citizens of countries part of the visa waiver program, which doesn't include China. Neither is there any visa waiver program for Australians entering China

15 day is likely just to start things as relations improve. If the agreement is mutually beneficial, it'll likely be expanded.
