He's only accused of raping one woman and she wasnt under age.

Not defending anything here but I don't think he's been formally accused
She told her friend about it at the time in 1978. Her story has never changed. She went public in 1999. The problem seems to be that before that in 1998 she didn't want to talk about it and denied the allegations.
