I know that Americans love the license joke but a TV license is really just a BBC plus subscription. We invented that shit 100 years ago.

IMO, it's more of a criticism of the overbearing laws against guns, knives, and handling salmon in suspicious circumstances. Not that the US doesn't have a bunch of bullshit laws, like how the cops can seize your cash, which then has to defend itself in court.
