Can someone explain too me the intricacies that make tire heaters significant for the cost cap? From the outside, it doesn't seem like a large expenditure...

I didn’t think tire blankets were related to cost cap. Trying to get rid of them is part of the plan to be carbon neutral. If you imagine how many tires are being warmed across the entire grid over a race weekend it ends up being a whole lot of energy.
The world endurance championship got rid of tire blankets and watching the spa race this year got almost comical at times but made for more difficult strategy and more race shake ups. Watching the Ferraris take two or three laps to fire up their unwarned tires vs the Toyota only taking one was super interesting
