If there is a secret behind the waterfall: "Of course they went with the lazy trope of putting a secret behind the waterfall. Typical!"

The only waterfall in Cyberpunk 2077 is within a braindance. You can't even walk there to check if there's a cave with loot behind it. :'(

Are you sure there was no secret? Did you stand completely motionless in front of the waterfall for 3 minutes?
