It could make sense if... the engineering deck is in the upper hull, and the lower hull is actually just a cargo hold with the life support usually left off? It looks like there are no windows. Maybe in order have no other active power systems nearby which could interfere with that sensor array?

I'm no engineer but there's a dozen reasons why I think putting a turbo lift there would suck.
My money is on people just Transporter back n forth.
Edit: John Oberth did not like the mixing of Upper and lower decks personnel. It's segregation plain and simple.

I must object to the libel of the Miranda class. That is one of my favorite starship designs of all time, Star Trek or otherwise.
