Not that Id expect anyone to read the decision let alone understand the ruling but all that was rulled was that the EPA doesn't have the authority yo include end result requirements in permits. The EPA still has the authority to say San Francisco can't discharge poo into the Pacific Ocean or set allowable amounts of poo to be discharged. They can not hold San Francisco responsible for a TPM (turds per million) number for the Pacific Ocean.
