I can't figure this one out. Is it an actual dad joke or is it a meta dad joke where the joke is that "dad joke" = joke about dads?

It's not so much a joke as a recitation of a tired stereotype
Probably. Although I suspect at least one person downvoted because they thought it was actually a post why gay people shouldn't be parents.
Double the dad jokes...
And if they are the children of lesbians, then it's an eternity of "go ask your mom."

Kid: Dad I'm hungry!
Dad1: Hi hungry, I'm Dad!

Etc for an infinite loop.
Parents telling their kids "Oh! You are NOT going out wearing THAT!" suddenly has an all new meaning.
"Stripes and plaid, honey, puh-lease!"
