Shit has happened multiple times. It means nothing except the USD is cheap internationally.
This is the first time Moody's had downgraded them, and it's the last of the big three to do so. Also, the US is struggling with unsustainable debt load and this is going to put the cost of debt up. If Trump's goal is actually to do something like a new plaza accord and refinance their debt at a lower rate, this isn't going to help them.
