At my school, we recently got what was going to be a decommissioned PC, and I wanted to maybe turn it into a media server that I could stream videos/movies from, Are there any good programs or operating systems that I could use? The computer is running Windows 10, and I don't care about installing a new OS, as long as it's manageable.

Jellyfin is what I use now. I was using Plex for the longest time, but I personally feel like they keep moving away from their roots so I ditched them for Jellyfin for about 2 years now and it’s been great I haven’t looked back. I still run Plex, but it’s for a few of my users that refuse to move off it 🤣

Jellyfin is the way. I think you can run the server on windows 10.

Personally if its media only, would install an Ubuntu server with Docker and run Plex container and other softwares in containers to support it. Plenty of guides on the net on how to set this up and it's a very robust system.

I've been using Plex for decades and there is nothing better in my opinion.

Been using Plex for years. Works great for me. Easy to setup. lots of clients.
