I've bought 2 Supermicro H11SSL-i's off eBay from China (different sellers) and both have been legit.
Got an H11SSL-i from squaredpartner, 7302p from another seller in China, no vendor locks, no other issues with the parts, saved about $100 or so versus a bundle from tugm, if you're looking at alternative sellers. As others have said, ES/QS is clearly labeled, vendor locked CPUs seem to be pretty clearly labeled (though I did have to message one seller to confirm due to translation issues), worst case you've got the money-back guarantee to cover you if you get something DOA or locked that wasn't listed as locked.
If you get it from tugm, then you’re good.
I bought a combo from him earlier this year and it works great.
Bought an epyc 7282 and a supermicro H11 Board from some Chinese Ebay accounts. No problem at all.
Some of the other larger china sellers of refurb epycd on enay have very service ad well. One asked on own initiative which mobi the ordered ram should go in and tested before shipping - nice!
purchased a EPYC 7532 from tugm4470, no issues
I bought a CPU + MB combo from tugm4470, the CPU posts but stalls in OS. reached out to him on Friday, replacement sent on Saturday and received on Monday via FedEx halfway across the world. Fantastic seller
I wouldnt buy them. They MAY work, but MAY not. And IF they dont, have fun getting your money back.
I sometimes buy Chips to repair Commodore computer from China. If I buy a buch (10 or so) usually 2 -3 work. Rest is defect.
I bought a H11SSL-i + 7302p combo from a Chinese seller called tugm4470 off ebay and it's been great. They even accepted my best offer. Can't speak for other Chinese sellers but I had good experience with that one.

Well this is a timely thread, haha. I’m building out my first unRAID server and I bought the AsRock Rack X570D4U-2L2T (somehow much cheaper on Walmart of all places, shipped by Newegg??) and an EPYC 7282 from tugm4470. They came up a lot in my search for whether it was legit, and it was $100 so pretty low risk.
