There's Læther Strip who are firmly within industrial/ebm.

Soft Cell, while not technically ebm or industrial, had a big influence on both genres.

For a more current band, Pixel Grip are very queer and play a fun mix of ebm, electro-industrial and synthpop.

I'd suggest Kris Baha's older material. Not really into his new cyber stuff and he's kinda gone away from EBM now sadly but stuff like Palais and My Master are excellent chuggy EBM techno records
