Yeah, the gun range seems like the place that should have the responsibility of ensuring people don't get shot.
It reads like the shooters were not in a gun range. They were just shooting in a neighboring vacant lot.
Who builds a ballpark next to a lot that people could misuse as a shooting range? Ballparks and sports stadiums should not be built next to locations.
If that's true then the headline is clickbait bullshit. If it was an operating range then there should not have been a sporting complex built by it out of basic sense

I expect a range to have complete control over the weaponry and ammunition used there. If they don’t, then they should be shut down.
