I mean they didn't show up to stop her so it IS how it was always supposed to be. In the timeline where she didn't choose to change history they had to go back and nudge her to choose otherwise.
In my head canon, stopping Janeway's time travel is a goose chase that newbies at the temporal authority get assigned.
The newbie fails, the veterans have a good laugh, they make the newbie clean up anything they changed, and then everyone goes out for drinks.

No. It isn’t part of the Prime Timeline. The uniform and badge suggest (along with “The Visitor”) this is part of the anti-timeline of “All Good Things…”. I argue that it never occured. Only Janeway is aware of the timeline just like Picard was.
My understanding is that her actions create the split away from the "AGT" future, resetting things as she sees fit. Damned if anyone's gonna stand in her way.
Ah but none of these events ever occurred. That is my point. When Picard and Janeway return to the present day they are supposed to be in, those futures don’t matter. They had been erased from space-time continuum.
To be fair, Admiral Janeway did not or ever intend to return. She knew the assignment: take the steps necessary to ensure her crew's success.
