This is bait. People are behaving too well or outright trolling as protestors so he’s looking to foment other acts to create a good excuse for social media.
Noem went to Portland for one reason: to get better film for social media, that which would potentially make ice look better while making Portland look worse.

Flag burning is illegal in a lot of western countries, but generally no one gives a fuck including the police. Like, it can be illegal to drink in a public place, but everyone's in the park enjoying a picnic or BBQ and some beers or wine. No one cares until you start urinating on other people's picnic blankets.
