What's that even supposed to mean
It could be in reference to Nord Stream 2 and theories that it was the US that blew up the pipeline. Germany has also been a difficult partner with the US pre 2022 invasion due to them constantly doing economic partnership deals with Russia well after the fact they were known to have assassinated people in European soil, including an assasination in broad daylight in Germany. So you could read this as American foreign policy frustrations towards Germany.
