This is most likely directly motivated by specific anti-China actions done by the USA or sinophobia experienced by the scientists or by actions taken by China to incentivise them to move home. Which I say because it means the motivating factors aren't present among non-Chinese. The majority of talent in the USA isn't Chinese, and the USA does have the highest expert salaries in the world to attract foreign talent.

Also, Chinese isn't the main language science is done in yet. Even if you want to move to China, you will want to learn Chinese, and for a lot of people, they aren't motivated to do that.

This is a good thing for China. As someone who worked in tech in the US I always had more Chinese and Indian coworkers than any else. I don't know if US politicians are aware or not but let them hurt themselves.
