That's a weird way of saying that Trump backed down again.

They aren't really "struggling to explain it", so much as "struggling to explain it, in a way that doesn't imply market manipulation and insider trading". Because that IS the only rational explanation for what he's doing.
Considering Trump's recent remarks about raising the defense budget to a trillion dollars...yeah, I'd say that's a fair assumption. But I don't think he's looking at war with China. At least, not until after he's taken over Greenland and Canada, anyway.
