Will work without any problem, I have P400 in ITX mobo on PCIe 2.0 X1 and do transcoding 4k HDR without any problems :) Connected to mobo via simple PCIe X1 extender (around 10 cm) with open back so can take any pci-e from X1 to x16. No need for active riser.
