It seems fine but I had to check the "order" and it seems like it's color(6) / origin(7) or maybe purpose(9). https://7esl.com/order-of-adjectives/

I don't think it sounds off enough that someone would call it out.

Edit: I had to dig deeper, apparently you could consider it a "noun adjunct" which means it would be valid.

At the time he was responsible for the most drone strikes for any president (obviously this record was broken by the next admin). There's also a famous one where they struck a wedding in Yemen. You could argue not closing gitmo would be perpetuating existing war crimes when it was a campaign promise.

It's effectively the 51st state with plausible deniability and nukes. Going against the country that spends more on its military than the next 10 combined is a big factor keeping them in line.
