I'd love to get another singleplayer game as well, but I've accepted that Valve is just unpredictable. I'm sure they haven't given up on Singleplayer and we'll get another singleplayer game... at some point. Their previous game was the fantastic Half-life Alyx after all.

France certainly has a social problem, with immigrant-descended populations often living precariously in crime-ridden banlieues, relatively isolated from the "indigenous" French people. These are great conditions to breed extremism.
But I'm not sure you could go so far as to say that there's really a terrorism problem. Of course any terrorist attack will be a huge thing in the news, but looking at the bigger picture, it still happens rather rarely and France is overall a pretty safe country.

The whole point of Cyberpunk's setting is that it's a capitalist hellscape. The corpos don't care about the environment or setting up a nice public transport network. And of course there is also the gameplay perspective, riding a train in a videogame gets very boring very quickly.
