But if I'm posting on Instance A, tagging a user with an account on Instance B, do I change the first part of the link only? Or both? What is the correct syntax please and thank you.

North Korea is ruled by the Supreme People's Assembly (최고인민회의) which is directly elected.


Cuba..... Why couldn't they've use machinery imported from the Soviet Union to develop their agriculture and fishery?

No reason not to. Lots of Soviet farm machinery there.

Marx uses the words Socialism and Communism pretty much interchangeably (Engels a little less so). But Europe hasn't been either since about 1990

Why is it following the Kim family line when that seems completely against ML thought?

I think firstly, we've got to accept that it is real, the Kim family does hold a special place in that country. Trying to say, "Oh no, they were just legitimately elected", or "They're not special" is trying to deny the reality and impose some foreign image on the country.
