Popularity has definitely been increasing over the years, it's quick and affordable, so people who can't afford a car but still need to get places fast (at least, local places) often opt for an e-bike or electric scooter. I've actually got a car, know how to drive, etc. but usually still opt to use an ebike or bicycle most days (no parking issues and traffic is easy to get around).
Batteries can leak to, they just usually leak fire.
Having at least 1 visible camera seems to make a difference for me: It's not perfect, but people usually seem to stop being shitty as soon as they realize they're on camera and there's proof of whatever shitty thing they're doing.
