Because some/most users are not pirates to share stuffs, they are just pirates to get free stuff. If their secret place is talked about in public they are afraid it will eventually shut down due to legal actions (like it happened after some piracy platform went viral on tiktok).
To be fair a game like elder scrolls might even need a whole decade of proper development to avoid gamebreaking bugs, Skyrim took 6 years and we got the civil war quest line..
