The drivers angle was that they didn't want to be a mule.
Not everyone is cool with drugs, and its fine if they aren't. They weren't asked and they didn't volunteer.
Report it to the company... Not everything needs the police, Karen.

What a stupid thing to say. Alcohol is legal so I'm going to make bathtub moonshine and sell it illegally and pretend its a burrito?
Just because you can sell it in one way doesn't make it a free for all. And yes, if the driver found out about it and doesn't report it then they are complicit in the crime which carries penalties.
I bet they aren't getting any more than the shitty delivery rate, that's not worth getting a record for.
