Make it Harder to Drive There

That's exactly how to do it. Make driving more inconvenient than other options, and people will drive less and use other options more.

That's never been the issue, though.

The issue is NIMBY's, car-centric city planning, politicians who aren't working for the people, lack of revenue due to the money-pit of continued car infrastructure maintenance costs, etc...
