They had all the time to remedy the situation but they simply buried their heads in the sand hoping that it'll go away," one source said. "They were informed about the problem as early as December."

Was the SA before or after? So much for admissible evidence.

Yeah, it started with doing the wrong thing at least all the way back to the Spanish American War and has gone South since.
