Saying it's illegal is a better headline. Also, I believe it was illegal, you just have 365 days to comply before legal action can take place.
Edit: I read the article. It is illegal. Still looking for an actual source on this but it seems in Tennessee a company can operate a mobile power plant for no more than 365 days without permit. Likely in case of disaster so people could still have power while they get the main plant back online. The article says it's a "legal loophole that allows turbines to run without permits if they are not fixed in one location for more than 364 days." But I think these are housed in permanent structures, so illegal either way.
You could just swap them on day 364 and claim they're a new installation. Or just say you swapped them.
