No iPad experience, but Safari on iPhone is working without any noticeable issues.
Have you tried clearing history and website data in Settings>Apps>Safari along with closing all tabs? It’s a button down near the bottom.
Another thing that causes slow down is lack of storage space. Is the iPad close to full?
I realize these are basic suggestions but sometimes it’s the simplest things that can be the issue.
Yeah, it’s definitely just on my iPad Pro. iPhone 16 pro safari has been fine. And yes, I have done all the things you suggested, to no avail ☹️.
EDIT: just double-checked to be certain. I have 342GB available.
Do you have iCloud private relay turned on?
You’ve covered the basics. Sorry you’re still having issues. Another thing to check is if your using iCloud private relay. That can get funny at times.

For me also, only iPad, not iPhone 15 pro.
Admittedly it’s been a while since I rebooted, or restarted Safari
Symptoms
These are my most frequently used sites on this iPad, so I don’t know if they’re really connected or just the odds make them look that way
