Except he was furious that Augustus was touching the chocolate river and he was even more upset that he fell in it, presumably because that batch is effectively ruined.

He owns a factory, I'm sure the batch isn't ruined if there isn't an inspector to witness that.

He's also very particular about the factory and the chocolate it makes. Candy with a hint of gloop sounds about as appealing as Gloop fudge, and Wonka may just chuck out the whole batch.

Wonka didn't defy the laws of reality just so he could cut corners in the factory.

He also never, ever let anyone into the factory (until the events in the book), so public safety concerns weren't an issue.

Now, the Oompa Loompas... they're not naturally sterile, because they're wearing clean suits later, but it could be that they are more buoyant so their safety if they fall in is less of an issue.

Wonka has magical technology. He's probably perfectly sterilizing the chocolate later in the process.
