Is Moradin's hammer an artifact, could that be used for magical shenanigans inside the anti-magic field?

It is an artifact, the "Forgeringer".

Some artifacts might be powerful enough to have function inside anti-magic fields... although the Forgeringer has never displayed that kind of power. More problematic though, it'd be kind of difficult to use a hammer in the middle of a poker match undetected.

I remembered there being an exception for artifacts in the antimagic field description, but it turns out it's confusingly worded.

This section excludes artifacts:

Spells and other magical effects, except those created by an artifact or a deity, are suppressed in the sphere and can't protrude into it.

But this one doesn't:

Magic Items: The properties and powers of magic items are suppressed in the sphere.

I don't know what you mean. Winning poker via the use of a hammer is a long honored dwarves tradition.
