I'm not sure but I think the plurality of ultra-high budget games are made in Europe, but with USA money and the profits going there too. For example GTA is owned by Take Two, Battlefield is owned by EA and Baldur's Gate is owned by Wizards of the Coast.

So then the answer depends on how you view those. Are you looking for novel games made by Europeans, or European businesses in the computer game market, so you can buy European?

Clair Obscur is a recent hit, and while it's definitely in the Final Fantasy/JRPG genre, it has some novel elements. It's also very unashamedly French, with all the voices and music being in French, and making pop-culture references that only play to Francophone audiences. The money is partially British and Chinese (Kepler Interactive), and partially from the developer's mega-rich owner, with the developer keeping ownership of the series.
