You can't eat them all. Give them away. Socialized tamales is one big step to socialized housing and healthcare. Do it!

You could just immediately hand them out to unhoused folks to do two acts of kindness in one.
Wouldn't that result in the original owners being put out of business permanently... Possibly creating a cartel?
You'll need someone to audit the carts, and a mechanism of checks and balances so that person can't be paid off.
