You'll need someone to audit the carts, and a mechanism of checks and balances so that person can't be paid off.
the largest amount of tamales i have purchased from a trunk at one time is ~20 (its usually out of a trunk instead of a cart around me). they were delicious, but 20 was a bad decision. share the wealth : D
