Because when you remove the primitive teritory grab ambition, Russia and Germany are natural allies, Germany have Europe most powerful industry and one of the best infrastructures while Russia have resources and food Germany needs, they are also quite close and have good access through Baltic. It almost happened once btw even between pretty much hostile governments (Treaty of Rapallo), and it shown signs of happening again in XXI century. So it's also only natural that any outsize power keen on dominating Europe (UK and then US) need to break this potential alliance hard.
PS. it happened even with landgrabs and without industry once, in the Holy Alliance which grabbed Europe hard for decades.
