An L plate is very much a safety measure. It lets other flyers know that you're a beginner, and hence to give you more space and caution than they otherwise would.

You're wrongly assuming the average flyer is emotionally capable of operating a broom.
Fair, that probably varies a lot depending on the average driver in your country.
