I think you either read something wrong, or are misunderstanding something, because that's not what this is saying.

What double meaning? The only meaning in the images is that it's a bigger offense in the United States to bring your own candy into a movie theater than it is to bring a gun. Anything else you are reading into this is in your paranoid Conservative imagination.
