That was during the Sitzkrieg period. Germany had already invaded Poland, and thus was at war with France and GB but had not yet begun its march through the beleux states into France.
At that time the Soviet-Finish war was still ongoing. So the anglos and french did the only sensible thing - prepare an army to help the finns. Shortly after, Germany conquered Belenux and France while also destroying the british ground forces in Europe.
It's the same why US and other western countries called for Russia's sanctions and boycott. USSR was in a precarious state. Stalin offered help UK and Europe several times to form a coalition against Nazis. Britain did Munich pact which permanently sealed the fate for the world. The policy of appeasement was very active in these years. That's why USSR had to make a deal out of it. Even Putin agrees with it. Though he has his criticism about Purges in military but he is sure of the Non aggression. Pact.

That's why he is important, marxists definitely have a bias towards USSR but even anti marxists like Putin agrees on non aggression pact. Why do you think Vijay Prashad quotes his speech from Munich conference?
Look Operation Pike, UK and France planned to bomb USSR in june 1940 despite being in a war with nazis. They even started gathering forces and the plan was accepted, the only reason it didn't happened was that Germany invaded France month earlier.
