I keep seeing this dog thing popping up across Instagram, and want to know if anybody knows who he is. I've Google image searched and nothing but more shitposts. Does anyone have ideas? Thank you!

There is an article about him on Know Your Meme. Apparently it's just a character some guy on Twitter made.

He looks wrong though. Brian's mouth is the whole bottom of his face, like a real dog, and this thing's nose is also fully circling the tip of his muzzle while brian's is just a dot.
