They built all those buildings on an island of granite rock, not just on sand. But yeah, it's still took a massive amount of terraforming to make this work.

It got built but it can still be considered a fat middle finger.

When that thing was built, it was probably in between nowhere and who knows. Getting there would not be a leisurely travel.
