I can't stress enough how mild the use of the holodeck was in the show, they had to tone it down for TV.
I mean, yeah. Quark and Odo constantly reference that Quark's holosuites are primarily used for sexual programs.
Quark probably assumes the station's command staff are weirdos for using his bang-boxes for playing baseball and flying Spitfires.
You know Starfleet crews on starships used them for that, too.
The Enterprise's equivalent of
Gotta keep yourself entertained while your junk recovers from whatever you were doing before you started up the baseball program. If you paid for an hour you might was well use the whole time
Can't waste those 55 minutes.
Hey now with the aid of future technology they may be able to squeeze out 2-3 extra minutes.
