Why are there so many peers with port number 46510 and always 0%? (zerobytes.monster)

I won't post the IPs but on a lot of my torrents I get tons of IPs owned by cloudflare always connecting and sitting at 0% or I get tons of misc global IPs with port number 46510 sitting at 0%. They never have a client listed. All public torrents btw.

Note: A lot of them seem to be affiliated with ISPs or backbone networks.
