Guessing they meant as a violation of the Logan act. As he is not in office he isn't supposed to be negotiating with foreign governments. The U.S. is providing military aid, and in truth not that he cares, but he isn't up to date on U.S. Intel. Maybe they'll tell us it was another law though

Well, when I was young I told my father to make it stop snowing. Eventually it did, and I gave him full credit.

Just to say it out loud: in the days after the election and call, Putin is amassing 50,000 troops for a big push. This is propaganda to make his eventual "negotiate peace by letting Russia keep whatever they have at the date of cease-fire" plan more palatable.
