Can we have a crowd-sourced bounty system for billionaires? The more billions they have the higher the bounty. I think it would be a good investment of public funds and benefit mankind greatly.

The 0.1% are like turbo hedonists. If they beat the population into being severe ascetics then the ones who stick out will be: elites, politicians, authorities, politicians, suck-ups, spoiled heirs, politicians, etc.
I think all the little things people "get to do" help contribute to the "temporarily embarrassed millionaire" mentality. Take that away and there's going to be significantly less tolerance for corruption.
And the elites will create a system where the only way to vote is to spill blood.

How was the Victorian era a surveillance state? Getting away with murder was basically a sure thing unless you were literally caught while sticking a knife into someone in broad daylight.

I was relating "best behaviour" to the strict moral standards of the Victorian era. Is the surveillance related to breaking the law or catching you in an embarrassing situation? If it's the second case then we'll all surely be vexed.
I think you're probably imagining life in high society after watching everything Julian Fellowes has written.
Victorian prudishness is somewhat a myth. Not like completely, ofc, but way overblown.
If you'd make your argument just for Victorian high society, I might be inclined to agree. If you make it also for the middle classes, I'll be skeptical. And if you argue that the working classes would've all shared in those strict morals, then I'll disagree.
Although I'd like to point out that those Victorian high society or upper-middle class people, especially women, would've been de facto under surveillance most of the time, constantly having other people or at least servants around watching them.
But like we know from Downton Abbbey and the Gilded Age etc, they found ways around it as well. To answer your question about breaking the law or being embarrassed, being embarrassed would be why getting in trouble with the law would be troublesome and being embarrassed might mean being thrown out of society, which would be way worse than having to pay some fines.

Lots of words based on current tv culture. I don't watch the shows you are getting your information from. You may be right though. Human nature has been the same forever but there are pockets of collected, contrived, and derived behaviour, hither and yon, throughout history. Look at the USA today as a recent example that takes place in the television age (so you should be aware of that at least). I hope you enjoy your television episode you are excited about. I haven't had a broadcast TV in my apartment for like 15-20 years, got tired of the ads and never went back.
I download shows I choose to watch, to watch when I so choose.

You know what? Seeing as how we're getting it anyway whether we like it or not, I think I'd voluntarily take the surveillance state and censorship if it comes with rich people getting absolutely stomped by the government when they get out of line.
Maybe we can adopt the Vietnamese model where that billionaire either pays back $9 billion of embezzled funds or gets executed.
If we can't have a real democracy with real freedom I at least want blood of vengeance to bathe in from time to time.

I just predicted this morning that the way things are going his and his billionaire friend’s heads will be on pikes before the end of the decade
It will be declared an international monument that will be visited by schools for decades to come to learn about the importance of regular class wars to keep the parasites in check in a society.
