This happened to my youngest child. They had a high school girlfriend a grade younger, but more than a year younger, so for awhile it was sketchy, we teased them, but here the laws say it's ok as long as you are not too far apart in age, I believe it's 3 years or less apart in age.
Morally? No.
Legally? Be careful. Some places have allowances in laws to permit relationships between closely aged young people, even if one is technically a minor. Some places do not. Check your local laws. If it's not explicitly laid out as an exception, a bad breakup, a bad parent, or even an unlucky encounter with a nosy cop can seriously damage your life.
Look up "age of consent" laws. Several US states are pegged at 18. If you're in Europe, almost always lower. And as others have said, most places have Romeo and Juliet laws, check that was well.

"Bad" is super, super subjective since that's within the realm of morals and philosophy. You might be breaking the law, however, which generally doesn't tolerate relationships between adults and minors, and can have life-long repercussions.
How you treat each other is what makes you good or bad.
Time is a human construct. Numbers are just for measuring things. And the older you get, the less important many numbers are.

Depends on where you live. Most places have laws that permit relationships between "adults" and "minors" so long as they are close in age. Usually 2–3 year gap is acceptable.
