I would honestly exclude Dark Knight Rises, it wasn’t really darker than the preceding, and I don’t think they did a particularly new take on bane.

Some I could think of:

Killer Croc - Probably not a good choice, would need to be working with someone

Clock King - Could be a good villain and fairly open ended character meaning the movie could do what they want with him

Court of Owls - Not sure good as a second movie villain, but could be interesting later on. Would actually be amazing if they built up a series of movies with them pulling all the strings throughout.

Calendarman - Given the more noir style of the last movie, he could be an interesting one, but would probably feel too similar to the Riddler.

They could go for one of the really unpopular villains that no one remembers. People like Calendar man or Orca

Wasn’t calendar man in one of the arkham games? That’d actually be a decent choice since people will at least be a little familiar with him.

I would bet on Hugo Strange.

From the article,

will focus more on the character of Bruce Wayne

and Huge figures out who Batman is, so this will require more focus on who is Bruce Wayne.

Also he's only been done on TV (in Gotham), hence the new to film comment.

Plus he fits the grounded universe that's been established.

Knowing the tone and world of The Batman, and what's been done elsewhere, I'm guessing something like the Hush, Hugo Strange, Professor Pig.... maaaaybe some a little wackier but with a more serious coat of paint on it or Scarface/The Ventriloquist. But I would love to see them do a truly sinister version of a sillier character, like Calendar Man, or Mad Hatter. If they decide to work in meta humans, Clayface could drive a really good villain arc too. Or Azrael.

Almost all of these have been done before in B:tAS, and done well. Whether or not the primary audience was intended to be children, there was some really solid characterization in that show.

He did say in film though. I'm assuming we're not counting animated series. Almost all of his rogue have been in at least one show

I would watch this so hard. I would see it multiple times in theaters just to make a point. Copyright law was a mistake. Why won’t the world let this happen!
