It's almost always possible to circumvent a blockade, going through a number of different countries before it finally arrives at the blocked country.
Sometimes it becomes a game of whack a mole, but even without that, it does cost extra, and it does delay deliveries. To make a blockade work 100% is impossible. But with special equipment it is way harder to circumvent, and it will often work at least partially.
