My daughter always complained that no one had ever offered her free drugs to try to get her hooked. I spent a day walking around a farmers market with a pocket full of canamels handing them out to anyone who wanted them. On the way home I said, "Honey, I'm the guy they warned you about." She said, "Cannabis it's not addictive."
I'm sure this time they'll win, they just have to crack down much harder, driving the value of drugs up even MORE, no way that will have consequences.
